Defines "willful neglect" as improper or lacking maintenance resulting in substantial property deterioration in New York City.

Requires the city to notify tenants and the Department of Buildings when three or more good faith complaints about health or safety violations are filed within 120 days and remain unresolved.

Authorizes the city to commence legal action to compel repairs upon consensus of over 50% of tenants, and to place a lien on the property for repair costs if work is not completed within 90 days of judgment.

Requires property owners to reimburse the city for all repair costs, interest, penalties, and administrative fees, and to provide comparable replacement housing or relocation compensation if tenants must vacate during repairs.

Mandates the city create a publicly available "imminent danger" list of properties with more than five complaints filed in a calendar year.
