Establishes a 12-member LGBTQ+ advisory board with members appointed by the governor (4), temporary president of the senate (3), speaker of the assembly (3), minority leader of the senate (1), and minority leader of the assembly (1).

Requires all board members to identify as LGBTQ+ and prohibits appointment of state legislators, statewide elected officials, executive agency commissioners, or state/legislative employees.

Sets initial terms staggered as one, two, three, and four years; subsequent appointments serve four-year terms with a limit of two consecutive four-year terms.

Board members receive no compensation but are reimbursed for actual and necessary expenses incurred in performing duties.

Board shall advise the governor on LGBTQ+ community needs, conduct research, develop policy recommendations, work with state agencies on legislation and regulations, and submit annual reports to the governor and legislative leaders.
