Establishes a crisis intervention team training demonstration program in cities with populations of one million or more to assist law enforcement in responding to mental health and substance abuse crises.

Creates the position of crisis intervention team training program coordinator within the mental health office to coordinate training, partnerships, and funding for law enforcement agencies statewide.

Requires a minimum of 40 hours of mandatory mental health training for all police officers in participating jurisdictions and establishes criteria for crisis intervention team development.

Establishes a crisis intervention team advisory committee with 13 members including mental health consumers, law enforcement representatives, and state agency officials to review annual reports and provide recommendations.

Allocates up to $1 million from state fiscal year 2024-2025 appropriations and establishes a crisis intervention team training fund to support training and community coordination costs, with the demonstration program ending five years after enactment.
