Amends Election Law Section 17-140 to clarify the prohibition on providing food, drink, or other items to induce voting attendance during election hours.

Removes the "less than one dollar" retail value threshold and replaces it with "nominal value" items, specifically including snacks, water, soft drinks, and other refreshments.

Expands the prohibition to cover items provided both in polling places and in line to vote at polling places.

Requires that nominally-valued items be provided without any identification of the person or entity supplying them to remain exempt from the prohibition.

Maintains existing exceptions for official election board representatives, political party officials, and authorized poll watchers and campaign workers.
