Requires the New York Department of Corrections and Community Supervision to conduct a study on the treatment, conditions, and prevalence of aging prison populations.

Study must include demographic profiles of elderly incarcerated individuals, projections for the next 5, 10, and 20 years, and factors contributing to growth in this population.

Study must assess whether adequate specialized housing, medical care, and programs are provided to address elderly inmates' unique needs including wheelchair accessibility and accommodations for diminished mental or physical capacity.

Study must evaluate specialized training for corrections officers working with older inmates and examine classification, facility assignments, and institutional oversight for elderly incarcerated individuals.

Department must report findings, conclusions, and legislative recommendations to the governor and legislature no later than one year after the act takes effect.
