Establishes tiered deadlines for boards of elections to mail or deliver absentee ballots based on when applications are received before election day.

Requires ballot delivery within 46 days if application received at least 60 days before election; within 42 days if received between 60 and 46 days before election.

Mandates delivery within 4 days for applications received 46-30 days before election, within 3 days for 30-15 days before, and within 2 days for 15-7 days before election.

For applications received after 7 days before election by mail, boards must make reasonable effort to deliver ballot same day; for in-person applications through day before election, boards must make reasonable effort to deliver same day.

Maintains existing exceptions for residents of mental health facilities, nursing homes, and Veterans Administration facilities in the same county or city.
