Extends the cost of living adjustment (COLA) deadline from March 31, 2022 to March 31, 2023 for human services programs using the U.S. consumer price index for all urban consumers (CPI-U).

Creates new COLA provisions effective April 1, 2023 through March 31, 2029 that differentiate between programs based on funding source: non-Medicaid programs use CPI-U excluding energy and food; Medicaid-funded programs use the consumer price index for medical care services.

Requires commissioners to use the twelve-month CPI period ending in July of the budget year prior to the state fiscal year when establishing payment rates and reimbursement amounts under the COLA provisions.

Changes the expiration date of the original COLA section from April 1, 2022 to April 1, 2024.
