Establishes full-tuition scholarship program for resident medical students matriculated in approved medical programs at SUNY, CUNY, or other state-supported medical schools leading to M.D., D.O., or equivalent degrees, beginning with the 2024-2025 academic year.

Recipients of full-tuition scholarships must agree to reside exclusively in New York state and not be employed in any other state for a continuous period equal to the duration of the award, or the award converts to a student loan.

Creates tuition scholarship program for non-resident medical students living within 150 miles of any New York state border, providing annual payments equal to two-thirds of annual non-resident tuition for up to four years of full-time study.

Both scholarship programs limit awards to no more than four years of full-time study or the actual number of years required to complete the medical program, whichever is less.

Annual scholarship payments are made for successful completion of each academic year and are subject to available appropriated funds.
