Creates a temporary New York State Commission on Post-Secondary Correctional Education to examine and evaluate post-secondary education availability and effectiveness in state prisons.

Commission shall consist of 15 members including the commissioners of correctional services and education (co-chairs), representatives from CUNY and SUNY, parole and criminal justice services officials, private education providers, criminal justice advocates, and legislative appointees.

Commission shall examine recidivism reduction, employment outcomes, prison safety impacts, cost savings, reintegration benefits, and funding options including the Tuition Assistance Program for expanding post-secondary correctional education.

Commission must submit findings and legislative recommendations to the governor and legislative leadership no later than one year after the effective date.

Act takes effect immediately and expires one year after enactment, with commission member appointments to be completed within 60 days.
