Amends Agriculture and Markets Law Section 123 to add a new aggravating circumstance allowing judges to order humane euthanasia or permanent confinement of a dog that causes death to a companion, farm, or domestic animal while trespassing on another person's property without justification.

Adds this trespassing provision as a separate ground (clause c) distinct from existing grounds relating to attacks on persons or previous dangerous dog findings.

Maintains the 30-day appeal period before euthanasia orders can be carried out, unless the dog owner waives appeal rights in writing.

Automatically stays euthanasia orders upon filing of a notice of appeal pending the appeal outcome.

Takes effect 90 days after becoming law, with authorization for implementing rules and regulations to be completed by the effective date.
