Establishes a New York State pilot program for community wind energy overseen by the Public Service Commission, which authorizes construction of wind energy system installations.

Allows consumers to participate as subscribers by making a one-time payment of at least $500 per subscription, receiving quarterly dividends based on energy generated by their subscription level.

Requires all energy generated to be sold back to investor-owned utilities at the retail rate, with the state retaining ownership of installations and renewable energy credits.

Directs one percent of subscriber payments to fund the original wind energy system installation, then subsequent installations once the initial system is fully paid.

Limits wind energy installations to a maximum of 2,000 kilowatts and prohibits resale of subscriptions except back to the state.
