Authorizes Cattaraugus County to lease approximately 63.73 acres of reforested parkland in the town of Perrysburg for oil and gas exploration and extraction for up to 30 years.

Requires revenues from the lease to be used for capital improvements to existing park or recreational facilities or acquisition of additional park and recreational facilities.

Mandates that leased land and structures remain available to the general public, including county residents, with equitable access through reservation policies at free or nominal cost.

Requires the land to revert to the county for parkland purposes if it ceases to be used for the described activities.

Prohibits discontinuance of parkland if the county received federal funding for the land unless all federal requirements regarding parkland alienation or conversion are satisfied, including approval from the Secretary of the Interior.
