Expands procurement authority for municipalities to contract for services through agreements let by any governmental entity (federal, state, or other political subdivisions) that were awarded to the lowest responsible bidder or on a best value basis.

Removes the prior restriction limiting such contracting to services related only to installation, maintenance, or repair of apparatus, materials, equipment, and supplies, broadening the scope to any required services.

Requires political subdivisions other than cities with populations over one million to first adopt a local law, rule, regulation, or resolution authorizing use of best value contracting methods before utilizing such agreements.

Maintains compliance obligations with minority and women-owned business enterprise program mandates and preferred source requirements under state finance law section 162.

Takes effect immediately upon enactment.
