Establishes an electronic military ballot application and transmittal system allowing military voters to apply for and return marked ballots online through the state board of elections.

State board of elections shall electronically transmit applications and marked ballots to county boards of elections for filing, processing, and verification consistent with election law.

Defines "digital signature" as the certificate-based digital identification code issued by the U.S. Department of Defense through the common access card or its successor.

Military voters may return ballots by mail, electronic transmittal system, or in person; applications and ballots submitted electronically are considered filed on the calendar date initially transmitted by the voter.

Military voters may either use traditional methods (marking and mailing ballot in envelope) or utilize the electronic system to mark and return ballots using their digital signature.
