Establishes visitability requirements for new dwelling units (detached single-family homes, ground floor townhouses, or ground floor units in buildings with three or fewer units) that receive New York state or federal financial assistance during design or construction.

Requires at least one ground-level entrance with no steps or thresholds exceeding one-half inch, located on an accessible path from the street with maximum 1-inch slope per 12 inches of length, 36-inch minimum width, and no more than 2% cross slope.

Mandates ground-level interior doors with 36-inch minimum unobstructed openings, environmental controls positioned 15-48 inches above floors, and at least one accessible room of 70+ square feet with no dimension narrower than 7 feet.

Requires at least one ground-level bathroom with wheelchair-accessible sink and toilet clearances, wall reinforcements capable of supporting 250-pound grab bars in specified locations near toilets and bathtubs or showers.

Excludes dwelling units on sites with physical characteristics making compliance unreasonable; violations subject to civil penalties of $50-$500 per offense per day, enforceable by the attorney general and aggrieved parties with attorney's fees available; takes effect 180 days after enactment for construction beginning after that date.
