Amends Insurance Law Section 3224-b to prohibit health plans from contacting patients to seek reimbursement for overpayment of insurance claims.

Maintains existing requirement that health plans provide 30 days written notice to health care providers before pursuing overpayment recovery efforts, excluding duplicate payment recovery.

Notice to providers must include patient name, service date, payment amount, proposed adjustment, and a reasonably specific explanation of the proposed adjustment.

Becomes effective 90 days after enactment and applies to health insurance policies and contracts issued, renewed, modified, altered, or amended on or after the effective date.
