Establishes a 12-member Rural Suicide Prevention Council within the office of mental hygiene, with appointments by the mental hygiene commissioner, health commissioner, agriculture commissioner, legislative leaders, and minority leaders.

Council must examine causes and conditions related to rural suicides and suicide attempts, with particular focus on farmers and agricultural workers.

Council shall identify policies, practices, and resources to reduce rural suicide; recommend service coordination improvements; and suggest funding initiatives for mental health and suicide prevention services in rural areas.

Council must meet at least twice annually and submit biennial reports to the governor and legislature starting January 1, 2025, with policy and legislation recommendations.

Takes effect 90 days after becoming law.
