Allows public employees to voluntarily use accrued sick time, compensation time, personal time, or vacation time during workers' compensation waiting periods or when claims are controverted, without employer requirement to do so.

Requires employers to restore all accrued time used if an employee is later determined to not have owed a waiting period or becomes entitled to benefits during a period of controversion.

Exempts employees covered by collective bargaining agreements unless their employee organization opts in to these provisions through negotiation.

Permits employee organizations to negotiate for benefits greater than or less than those provided, or to opt out of the provisions if mutually agreed with the employer.

Takes effect immediately upon enactment.
