Defines "miscellaneous industry worker" to include car wash attendants, nail salon workers, tow truck drivers, dog groomers, wedding planners, tour guides, valet parking attendants, hairdressers, aestheticians, golf and tennis instructors, and door-persons covered by 12 NYCRR part 142.

Establishes specific cash wage floors for food service workers and service employees receiving tips in New York City ($12.77/hour in 2024, $14.88/hour in 2025, $17.00/hour in 2026, then indexed to inflation annually), Nassau/Suffolk/Westchester counties, and the rest of the state.

Sets cash wage requirements for miscellaneous industry workers receiving tips matching the food service worker rates by region and year.

Modifies tip credit rules to allow employers to share tips among non-managerial employees only when the employer takes a gratuity credit, and to share tips with any non-managerial employee when no gratuity credit is taken.

Prohibits wage orders for food service workers from authorizing wages lower than previously mandated statutory minimum wage levels.
