Adds "computer science" and "design skills and practice" to the definition of eligible STEM fields under the New York State Science, Technology, Engineering and Mathematics Incentive Program.

Expands the program to include students pursuing undergraduate degrees in these redefined STEM areas at both public and private degree-granting institutions of higher education in New York State.

Requires award recipients to either complete five years of continuous full-time employment in a STEM field within New York State or maintain residency in the state during that employment period after graduation.

Maintains existing eligibility requirements that students must graduate in the top ten percent of their high school class and enroll in full-time study in approved STEM undergraduate programs.

Allows award conversion to student loans if recipients fail to complete approved STEM programs, change majors, or do not meet post-graduation employment and residency requirements.
