Requires applicants for solar and wind electric generating system permits to furnish financial security (bonds or other forms acceptable to the Public Service Commission) before permit issuance or compliance approval.

Financial security amount determined by the Public Service Commission based on estimated land reclamation costs from permit applications and commission investigations.

Security remains in effect until reclamation is approved; the commission may allow partial release for completed and approved reclamation work.

Permittees must replace cancelled financial security within 30 days or face immediate permit suspension; if reclamation is not completed, the state may attach the security and pursue full recovery costs through the attorney general.

Exempts political subdivisions, municipalities, the United States, and state agencies from financial security requirements; applies to both Public Service Commission and Department of State siting permits.
