Establishes a goal of 100 percent clean energy system by 2032 with zero net greenhouse gas emissions, defined as energy from solar, wind, geothermal, and tidal sources, excluding nuclear power, natural gas, biomass, and fossil fuels.

Sets interim clean energy targets of 40 percent by 2026 and 70 percent by 2031, with phase-out of all nuclear plants by 2029 and prohibition on new permits for fossil fuel infrastructure.

Requires state Department of Environmental Conservation to adopt a comprehensive climate action plan within 18 months, with state agencies, municipalities over 50,000 residents, and counties adopting their own climate action plans within one year.

Establishes a State Renewable Energy Revolving Fund with three accounts: a loan fund for renewable energy and job training; a training account prioritizing displaced fossil fuel and nuclear workers; and a localities assistance account to compensate communities for revenue losses from plant closures.

Grants any New York resident over 21 years old legal standing to sue for enforcement of the act and authorizes the Attorney General to pursue enforcement actions and recover fines.
