Authorizes the Department of Corrections Commissioner to transfer pregnant incarcerated individuals to residential treatment facilities for the duration of pregnancy and up to one year postpartum.

Permits transfer of individuals who gave birth within eight months of commitment to a correctional facility for up to one year postpartum.

Allows transferred individuals to participate in prenatal and postnatal care, mother-child bonding, parenting skills programming, paid employment, vocational training, education programs, and mental health or substance abuse treatment.

Requires the Commissioner to develop policies, criteria, and regulations to implement these transfers according to public safety and correctional best practices.

Mandates the Commissioner submit an annual report by April 1st to the Senate Temporary President and Assembly Speaker detailing the number of individuals transferred and duration of transfers for the prior calendar year.
