Amends the definition of "direct relationship" in Correction Law Section 750 to require a substantial connection between the crime of conviction and the duties of the license or job that would create an unreasonable risk to property, safety, or welfare of individuals or the public.

Modifies Correction Law Section 752 to consolidate the grounds for denying employment or licensure to previously convicted individuals into a single "direct relationship" standard, removing the separate unreasonable risk criterion.

Establishes that applications for licenses or employment cannot be denied based on prior criminal conviction unless there is a direct relationship as newly defined between the conviction and the specific license or employment sought.

Takes effect on the ninetieth day after becoming law.
