Amends Labor Law Section 190 to change the definition of "employer" to exclude only counties, towns, villages, school districts, and other municipal corporations or public authorities from wage payment provisions.

Removes the blanket exemption that previously excluded "a governmental agency" from the definition of employer under wage payment laws.

Expands wage payment protections to cover employees of certain public employers who were previously exempt from these requirements.

Takes effect immediately upon enactment.
