Requires the NYC Department of Buildings commissioner to inspect construction sites and determine that a sidewalk shed is being used for an ongoing project before renewing a permit.

Defines "ongoing construction project" as work where persons employed in construction utilize the sidewalk shed at least ten days per month over the year preceding a permit renewal request.

Requires contractors or licensees to submit documentation to the commissioner showing the dates and times construction workers have used the sidewalk shed subject to the renewal request.

Imposes a civil penalty not to exceed $1,000 on contractors or licensees who submit false or misleading documentation in support of permit renewal.

Authorizes the commissioner to promulgate rules and regulations to implement these provisions, effective thirty days after the bill becomes law.
