Prohibits ballot harvesting, defined as submitting absentee ballot applications on behalf of others or collecting and submitting voted or unvoted absentee ballots without authorization.

Allows absentee ballot application submissions on behalf of voters only if the voter signed the application and the submitter is a family member within three degrees of consanguinity or has notarized written consent (not more than 30 days old).

Permits collection and submission of absentee ballots only by family members within three degrees of consanguinity, registered caregivers with notarized voter authorization, election officials, USPS employees, or delivery couriers hired by the voter—all acting in official capacity.

Establishes penalties of Class D felony for willful violation and Class A misdemeanor for any violation of ballot harvesting prohibitions.

Takes effect November 1 following enactment.
