Creates a Black Leadership Institute within the State University of New York to develop Black leaders for university president and president's cabinet-level positions.

Institute shall provide candidate identification and recruitment, search committee training, professional development, individualized support measures, and professional assistance programming for participants.

Chancellor of SUNY appoints an executive director and eight-member advisory council serving three-year terms with staggered appointments (three, three, and two members in years one through three respectively).

Director and advisory council members serve without compensation and may be reappointed at the end of each term.

Executive director must submit annual reports to the governor, speaker of the assembly, and majority leader of the senate detailing all institute activities from the preceding fiscal year.
