Amends Labor Law Section 240 to exempt contractors building new one-family residential construction from requirements to furnish scaffolding, hoists, ladders, and other safety devices for workers.

Amends Labor Law Section 241 to exempt contractors building new one-family residential construction from compliance requirements when constructing, demolishing buildings, or conducting excavation work.

Maintains existing exemptions for owners of one and two-family dwellings who contract for but do not direct or control the work.

Takes effect 180 days after becoming law, with authorization for agencies to adopt necessary rules and regulations immediately.
