Amends Public Buildings Law Section 83 to require cool roof standards for new state agency buildings and substantially renovated roofs on existing agency buildings with flat roofs.

Mandates that cool roof materials and methods meet standards established by the office, including inherently cool materials like white vinyl, coated roofs with white paint products, and green roofs using plant-based materials.

Requires cool roof compliance to increase solar reflectance and thermal emittance in order to minimize energy consumption and improve efficient resource utilization in state buildings.

Takes effect immediately upon enactment.
