Requires quarterly reports to state leadership and legislative committees including the number of interviews conducted, outcomes, denial reasons, board member votes, and demographic information (race, sex, facility, crime) of denied applicants.

Takes effect immediately; all persons meeting the eligibility criteria on the effective date must be interviewed within 60 days.
