Grants line of duty sick leave to police officers, firefighters, emergency medical technicians, advanced emergency medical technicians, and paramedics who test positive for or display symptoms of a pandemic virus after exposure or contact.

Compensates eligible first responders at their regular rate of pay for work hours missed due to pandemic virus diagnosis or symptoms, without reducing their accrued sick leave balance.

Prohibits employers from taking adverse personnel actions against employees who utilize or request sick leave or line of duty sick leave due to a pandemic virus.

Requires written requests for line of duty sick leave that include a waiver of Health Insurance Portability and Accountability Act protections to allow disclosure of exposure, test results, and medical records to the employee's retirement system.

Mandates state reimbursement to public authorities and municipal corporations with populations under one million for costs of line of duty sick leave granted under this act.
