Creates lifetime annual registration requirement for level one risk sex offenders who have been designated as sexual predators, sexually violent offenders, or predicate sex offenders, or convicted of specified violent sexual offenses under NY Penal Law sections 120.70, 130.35, 130.50, and others, or federal crimes under 18 U.S.C. sections 2251, 2251A, 2252, 2252A, 2260, 2422, 2423, or 2425

Establishes lifetime annual registration for level one risk offenders convicted of sexual abuse offenses (Penal Law sections 130.20, 130.25, 130.30, 130.40, 130.45, 130.52, 130.55, 130.60) unless offender was under 21 years old at time of offense, in which case registration period is 20 years

Allows level one and level two risk sex offenders who are not designated as sexual predators, sexually violent offenders, or predicate sex offenders to petition for relief from registration after minimum 30 years of registration

Permits counties and local law enforcement to enact residency restrictions limiting where registered sex offenders may live, with maximum distances of 1,000 feet from schools and one-quarter mile from victims' homes or workplaces

Takes effect 60 days after enactment and applies to all sex offenders currently registered or required to register
