Mandates disclosure of gross profit for proprietary institutions and marketing/recruitment expenditures as dollar amounts and percentages of overall budget.

Requires reporting of instruction, academic support, and student services spending using federal Integrated Postsecondary Education Data System categories, excluding pre-enrollment recruiting costs.

Mandates disclosure of student loan data including federal and private loan amounts, loan repayment rates within five years, and default rates at three, five, and ten years when information is publicly available.

Requires institutions to publish reports conspicuously on their websites by July 1st biennially and submit report addresses to the state education department, which will maintain a public list of all reports.
