Establishes a phased increase in New York's minimum wage: $17.25 (2024), $19.25 (2025), and $21.25 (2026) for New York City and Nassau, Suffolk, and Westchester counties; $16.00 (2024), $18.00 (2025), and $20.00 (2026) for the remainder of the state.

Eliminates the distinction between large and small employers in New York City for minimum wage purposes, applying the same wage floor to all employers regardless of size.

Implements automatic annual minimum wage adjustments beginning January 1, 2027, based on the sum of inflation (CPI-W) and labor productivity growth, rounded to the nearest five cents.

Requires the remainder of the state's minimum wage to align with New York City's minimum wage by January 1, 2027, with subsequent adjustments following the same formula.

Grants cities with a population of one million or more (New York City) the authority to enforce state minimum wage requirements through the comptroller's office and commissioner of consumer and worker protection.
