Amends Public Authorities Law Section 1005 to require the Power Authority of the State of New York to make low-cost hydropower available to hospitals and municipal housing authorities located in Niagara County.

Preserves existing allocations of 250 megawatts of expansion power, 445 megawatts of replacement power from the Niagara project, and 490 megawatts from the Saint Lawrence-FDR project to eligible businesses within specified geographic areas.

Removes previous language requiring unallocated power to be used for energy cost savings benefits under Economic Development Law Section 183(h), instead allowing such power to support the hospital and municipal housing authority provision.

Maintains authority requirements to negotiate contracts on reasonable terms for renewal and extension of existing power allocations, including provisions for partial or complete withdrawal if recipients fail to maintain agreed employment and power usage levels.

Takes effect immediately upon enactment.
