Amends Public Service Law Section 168 to require that board decisions on electric generation facility certificates be subject to approval through public referendum in the municipality where the facility is located before becoming final.

Establishes a new Section 170 requiring a referendum to be held within 30-60 days after the board's decision, with 51% voter approval needed to mandatory issue a certificate for a major electric generating facility.

Defines "municipality" as a city or town located in New York State for purposes of referendum requirements.

Removes previous language allowing board determinations to be final except for good cause, replacing it with a public referendum approval requirement.

Specifies that referendum financing shall be drawn from the intervener account, with any additional costs financed under alternative county government law.
