Creates an adult student grant program providing financial aid grants to adults returning to college or pursuing career education and training

Grants available to U.S. citizens, permanent residents, and certain refugee classes who maintain a minimum 2.5 GPA and attend participating institutions for at least three semester hours

Annual grant amount up to $1,500 or cost of tuition, whichever is less, with a lifetime maximum of $6,000 per recipient

Applicants must be legal New York State residents for at least one year before enrollment, with residency requirement waived for active-duty armed forces members and their spouses or dependents stationed in the state

Priority funding given to applicants demonstrating financial need as determined by the relevant administering corporation
