Establishes a tuition award program administered by the Division of Military and Naval Affairs for active members of the U.S. reserve armed forces who are New York legal residents.

Defines eligible participants as active reserve members who have completed advanced individual training or commissioning requirements, excluding those who already possess a baccalaureate degree.

Limits tuition benefits to the lesser of actual tuition charged or SUNY tuition rates, offset by other educational grant aid (excluding Montgomery GI Bill), and available for part-time or full-time study.

Creates a tuition award account in the state's miscellaneous special revenue fund funded by contributions, donations, and appropriations, with payments authorized by the State Comptroller and certified by the Adjutant General.

Sunsets the program five years after enactment, but allows current participants to continue receiving benefits through degree completion or loss of active member status; requires annual program reporting to state leadership.
