Requires the Division for Small Business to compile and publish an annual Small Business Compliance Guide by January 31st each year covering statutory and regulatory changes from the previous calendar year.

Guide must include information on permits, licenses, taxes, insurance, workplace safety, workers' compensation, wages, hours, and benefits, written in plain language with minimal technical terminology.

Mandates the Division publish the guide on its website and conduct annual public awareness campaigns using public forums, social media, internet, radio, and print advertising to promote the guide.

Requires the Division to coordinate with relevant state agencies and statewide/regional business advocacy organizations when developing and promoting the guide.

Amends the State Administrative Procedure Act to require guidance published under this new section be included in the State Register.
