Amends Social Services Law Section 349-b to require social services districts to take no action to establish paternity or child support orders when applicants or recipients establish good cause to refuse cooperation.

Modifies Social Services Law Section 158 to add a new requirement that when an applicant or recipient has established good cause to refuse cooperation, the social services district shall take no action to establish paternity or obtain child support.

Maintains existing "good cause" standards established by regulations of the office of temporary and disability assistance, consistent with federal law and considering the best interests of the child.

Ensures public assistance and care cannot be denied during paternity proceedings when an applicant or recipient has established good cause to refuse cooperation.

Takes effect immediately upon enactment.
