Commissioner of Corrections must establish a staffing plan for all uniformed and non-uniformed employees at each correctional facility with responsibility to ensure adequate staffing.

Uniformed staffing plan must specify the number of security posts required by facility, categorized by those needed five days per week versus seven days per week.

Security posts must be staffed using ratios of 1.8 correction officers per seven-day post and 1.25 correction officers per five-day post.

Commissioner must submit annual staffing plan reports by December 31st to legislative committees detailing staffing requirements, actual staffing levels, closed posts, unfilled positions, and overtime costs and hours since 2001.

Bill removes prior language regarding commissioner's duties for community supervision and takes effect immediately.
