Amends the definition of "non-residential program for victims of domestic violence" to exclude school-outreach domestic violence prevention programs from the requirement that at least 70 percent of clientele be domestic violence victims or their children.

Requires social services districts to purchase school-outreach domestic violence prevention programs from not-for-profit organizations operating non-residential domestic violence programs and provide them to public and private high school students.

Mandates that such school programs include information and referral services, advocacy, counseling, and education about domestic violence.

Provides 100 percent state reimbursement to social services districts for expenditures on school-outreach domestic violence prevention programs when funds are appropriated for this purpose.

Takes effect 120 days after the bill becomes law; authorizes regulatory implementation by the Office of Children and Family Services.
