Authorizes the state to sell up to 92 acres of forest preserve land in Brighton, Franklin County that was developed as a private tuberculosis hospital, private college annex, and state prison, comprising 48 structures along State Route 86.

Requires legislative approval prior to any transfer of title and mandates that all revenue from the sale be deposited into a state account used exclusively for forest preserve acquisitions.

Reserves water rights on the property for the Town of Brighton to establish a Water District supplying potable water from Gabriel's hamlet to Easy Street to address road salt contamination in local wells.

Proposes an amendment to New York Constitution Article 14, Section 1, which will be referred to the first regular legislative session following the next general assembly election and published for 3 months before that election.
