Amends Public Health Law Section 2404-c to require mammography providers to notify patients when a mammogram shows dense breast tissue, including information that dense tissue is common but can make cancer harder to detect and may increase breast cancer risk.

Requires notification to include information advising patients to discuss their breast cancer risk with their doctor and ask about additional screening tests that may be useful based on their individual risk.

Establishes that a notice of dense breast tissue provided by a mammography provider shall be considered a determination of medical necessity for insurance coverage of breast ultrasounds.

Defines dense breast tissue as heterogeneously dense or extremely dense tissue according to nationally recognized guidelines, including the Breast Imaging Reporting and Data System of the American College of Radiology.

Takes effect immediately upon enactment.
