Amends ballot placement rules to allow newly formed political parties to achieve column A placement based on presidential elector votes in addition to gubernatorial votes at the most recent general election in an even-numbered year.

Enables new parties formed at presidential elections to use presidential elector vote totals for apportioning delegates to judicial district conventions in the second year after a presidential election, then revert to gubernatorial votes thereafter.

Allows new parties formed at presidential elections to apportion county committee members based on presidential elector votes when first electing members, rather than requiring gubernatorial election data.

Authorizes state committee members of new parties formed at presidential elections to cast votes based on presidential elector vote ratios until the party obtains a gubernatorial candidate vote total.

Requires boards of elections to transmit vote canvass statements for presidential electors to the state board by December 10th following presidential elections, comparable to existing gubernatorial election reporting requirements.
