Defines "reservist" as a member of U.S. armed forces reserve components who was honorably discharged, is a U.S. citizen or lawful permanent resident, and is a New York State resident at time of application.

Grants reservists with at least 20 years of service 2.5 additional points on competitive examinations for original appointment and 1 additional point for promotional examinations.

Adds reservists to existing civil service law provisions regarding application procedures, proof of eligibility, use of additional credit, withdrawal of applications, and roster maintenance.

Reservists who receive permanent appointments or promotions using the additional credit may not receive additional credit in future examinations, consistent with existing veteran provisions.

Takes effect immediately upon enactment.
