Establishes the "hunger-free campus grant program" allowing the education commissioner to award competitive grants to public higher education institutions designated as hunger-free campuses.

Requires designated hunger-free campuses to establish a hunger task force meeting at least three times annually, designate a SNAP enrollment staff member, and conduct annual student hunger surveys.

Mandates hunger-free campuses provide at least one physical food pantry or stigma-free food access arrangement, implement SNAP education and outreach, and offer meal credit donation programs or food vouchers.

Prioritizes grant funding allocation to institutions with the highest percentage of Pell grant eligible students enrolled.

Requires the commissioner to submit a report to the governor and legislature within two years detailing grant awards, student support outcomes, impact on food insecurity reduction, and recommendations for future annual appropriations.
