Establishes the "Young Adult Voter Registration Act" requiring all public high schools in New York to make voter registration materials and applications available to students.

Mandates school districts distribute voter registration forms to students age 17 or older who will be 18 by the next general election.

Requires the State Education Department to ensure voter registration forms from the board of elections are available in the main or central office of each high school and that students receive adequate notice of their availability.

Requires the State Education Department to request sufficient quantities of voter registration forms from the board of elections to meet the act's requirements.

Takes effect 30 days after becoming law.
