Requires state and local agencies providing assistance in health, mental health, family services, criminal justice, or employment to request information about clients' veteran status and military experience.

Mandates that veterans be informed of available benefits and services through the Division of Veterans' Services and local veterans' service agencies.

Includes veteran-related programs spanning multiple state departments: taxation and finance, parks and recreation, labor, aging, housing, environmental conservation, and higher education services.

Protects veteran information as confidential under public officers law and restricts its use to diagnosis, treatment, assessment, and referral to veterans' services.
